of trouble and impair the friendship between China and Germany. I now not only write to point out that the

German Consul has unwarrantably altered my report with

the intention of getting me into trouble, and to make it

clear that the Consul will himself be responsible for

any harm that may ensue to the friendship between China

and Germany and for any misunderstanding among the

nationals of the two nations, but I will also venture

to relate one thing to you as proof of the truth of my

report, which is indeed fully borne out by the facts. Our masses will thereby be aroused and made to understand

that besides the British, American, French and Japane se

Imperialists there are still others plotting against us.

As is known to all the world, Germany lost all

her colonies after her defeat and her economic position

has repeatedly been seen to be most desperate. The

fact cannot be concealed that the German capitalists

have frequently planned the rese recovery of her colonies in order to develop their markets abroad. From

this there has sprung the so-called colonial association in Germany, which was promoted by the capitalist Class with the afore-mentioned object. In the evening of the 11th February, 1926, the German Colonial Association held a grand conference "for the recovery of Kiao-chow" in

a large Berlin Church Hall. The audience consisted entirely of German capitalists and the ex-Governor of Kiao-chow, who made a speech. The gist of it was mainly to state the importance of Kiao-chow and the necessity of its recovery. At the same time they bribed a few shameless Chinese and made them express before the meeting how much the Chinese appreciated the good German government in Tsingtao, and how anxious they were to have it again governed by Germany, in the hope that the

ambitions of the German population for expansion in the
